You can only fast travel to docks, not signposts. And of course you must discover them 1st. i was trying at novigrad =) there are no anchores sighns there There are maybe 10 of them, keep in mind that they are invisible on the map unless you sit on a boat.
As long as you see the anchor symbol on your map while driving the boat. You can fast travel from anywhere to anywhere.
